Manage Analyst Assignments

Description

Every Financial Institution (FI) must be assigned to a Call Analyst within the CDR.   The analyst is responsible for processing the FI's Call Report and for responding to questions the FI may have, for assisting the FI in correcting problems with its Call Report, and for performing financial analysis of the Call Report data once the report is submitted.   In addition, as banks change regulatory agencies and as de novo banks open, the regulatory agency responsible for the FI, must assign an analyst to the FI.  

The tasks of assigning an analyst to an FI may be accomplished in a number of ways using various selection criteria.   Also, as analyst assignments change, the unassign/bulk assign analyst feature can be used to function a set of FI assignments at one time.  

Only one analyst can be assigned to an FI, e.g. the system will not allow multiple analysts assigned to an FI.   In addition, when the results of the search criteria are returned, only those FI's that have not been assigned to an analyst will be included.    

The CDR will generate notifications upon the successful completion of the assign analyst to FI or unassign analyst to FI function.   The notification indicates that the analyst has been assigned or unassigned to an FI or set of FI's respectively.    The recipient of the notification is the Call report analyst being assigned to the FI or the Call Report analyst being unassigned to the FI.    Basic information included in either the Analyst Assigned notification or the Analyst Unassigned notification along with the Analyst name is: FI Name, ID RSSD, FDIC Certificate number and the OCC number.   The Analyst Assigned notification also includes information on Pending Submissions and Remarks (if any).

Assign FIs to Analysts

  1. Go to the following url: https://CDR.FFIEC.GOV/CDR
  1. Click on LOGIN to access the CDR application login screen.
  1. Type in your User Name and Password and click on LOGIN.
  1. From the options across the top of the screen, select System Management.
  1. From the options down the left side of the screen, select Assign FI to Analyst.    Follow the steps outlined in section 6 below based upon the search criteria selected.
  1. The task of assigning an analyst to an FI may be accomplished in a number of ways and the assigner should assess the best method for their purpose.   The following illustrates how to assign an analyst to an FI by searching various criteria including one bank at a time, regulatory agency and entity type.  

    1. Assign FI to Analyst one bank at a time
      1. Type in the ID RSSD, FDIC Certificate Number, OCC Charter Number or the FI Name in the appropriate line and click on Search .   Note:   You may want to also include other criteria such as City or State to narrow the search.
      2. Locate the entity that you want from the information returned.  
      3. Click on the box next to the FI name designating to "include" the entity.
      4. From the options across the top click on Assign Analyst .
      5. From the screen returned, scroll the list of the analyst names to locate the analyst name that you want.   The analyst names are listed in alphabetical order.
      6. Choose a Comment Code from the drop down button.   The available options are:
        1. Analyst note   (Note:   This is the system default)
        2. NIC import
        3. Other
      7. If desired, Add a Note in the field provided.
      8. From the upper left side of the screen click on OK to save the change.
      9. The system should return a successful assignment message.
      10. If you have additional assignments to make, click on Back to Search and repeat the process.
      11. Click on Log Off button across the top when done.
      12. An Analyst Assigned notification is sent when a Call Report Analyst is assigned to a FI.

    2. Assign FI to Analyst by Regulatory Agency
      1. From the drop down menu for the Regulatory Agency line item, select FRB, FDIC or OCC and click on Search.   Note:   You may want to also include other criteria such as City, State and/or FED Physical District Code to narrow the search.  
      2. Locate the entity(s) that you want from the information returned.
      3. Click on the box next to the FI name(s) designating to "include" the entity.
      4. From the options across the top click on Assign Analyst .
      5. From the screen returned, scroll the list of the analyst names to locate the analyst name that you want.   The analyst names are listed in alphabetical order.  
      6. Choose a Comment Code from the drop down button.   The available options are:
        1. Analyst note   (Note:   This is the system default)
        2. NIC import
        3. Other
      7. If desired, Add a Note in the field provided.
      8. From the upper left side of the screen click on OK to save the change.
      9. The system should return a successful assignment message.
      10. If you have additional assignments to make, click on Back to Search and repeat the process.
      11. Click on Log Off button across the top when done.
      12. An Analyst Assigned notification is sent when a Call Report Analyst is assigned to a FI or to a set of FI's.

    3. Assign FI to Analyst by Entity Type
      1. From the drop down menu for the Entity Type line item, locate and select the entity type and click on Search.   Note:   You may want to also include other criteria such as FDIC region or FED Physical District Code to narrow the search.  
      2. Locate the entity(s) that you want from the information returned.  
      3. Click on the box next to the FI name(s) designating to "include" the entity.
      4. From the options across the top click on Assign Analyst .
      5. From the screen returned, scroll the list of the analyst names to locate the analyst name that you want.   The analyst names are listed in alphabetical order.  
      6. Choose a Comment Code from the drop down button.   The available options are:
        1. Analyst note   (Note:   This is the system default)
        2. NIC import
        3. Other
      7. If desired, Add a Note in the field provided.
      8. From the upper left side of the screen click on OK to save the change.
      9. The system should return a successful assignment message.
      10. If you have additional assignments to make, click on Back to Search and repeat the process.
      11. Click on Log Off button across the top when done.

Unassign / Bulk Assign Analysts

Generally the unassign/bulk assign analysts feature is used when analyst responsibilities for the call report changed due to realignments of reporting panels or a departure of an analyst from the unit.   The typical process is to assign a set of FI's to another analyst.   In a situation where the analyst that will be assigned to the set of FI's is not yet known, one could leave the banks unassigned temporarily.    The following illustrates how to unassign FI's from one analyst and reassign them to another analyst.

Unassign and Bulk Assign Analysts

  1. Go to the following url: https://CDR.FFIEC.GOV/CDR
  1. Click on LOGIN to access the CDR application login screen.
  1. Type in your User Name and Password and click on LOGIN.
  1. From the options across the top of the screen, select System Management.

    1. Unassign and Bulk Assign Analysts
      1. From the options down the left side of the screen, select the Unassign /Bulk Assign Analyst button.
      2.   From the drop down menu for the Assigned Analyst item, scroll and locate the analyst name that you want to unassign.   The analyst names are listed in alphabetical order.
      3. Click on the Search button across the top to start the search.
      4. The system will return the list of FI's assigned to the analyst.
      5. Click on the box next to the FI name(s) designating to "include" the entity.
      6. Click on the Unassign button across the top.
      7. From the drop down menu for the Assigned Analyst on the right side of the screen, scroll and locate the analyst name that you want to reassign the designated FI's to.
      8. Choose a Comment Code from the drop down button.   The available options are:
        1. Analyst note   (Note:   This is the system default)
        2. NIC import
        3. Other
      9. If desired, Add a Note in the field provided.
      10. From the upper left side of the screen click on OK to function the change.
      11. The system should return a successful assignment message.
      12. Click on Log Off button across the top when done.
      13. An Analyst Assigned notification is sent when a Call Report Analyst is assigned to a FI or to a set of FI's.   In addition an Analyst Unassigned notification is sent to Analyst(s) being unassigned to the FI or set of FI's.

    2. Unassign Analysts
      1. From the options down the left side of the screen, select the Unassign /Bulk Assign Analyst button.
      2. From the drop down menu for the Assigned Analyst item, scroll and locate the analyst name that you want to unassign.   The analyst names are listed in alphabetical order.
      3. Click on the Search button across the top to start the search.
      4. The system will return the list of FI's assigned to the analyst.
      5. Click on the box next to the FI name(s) designating to "include" the entity.
      6. Click on the Unassign button across the top.
      7. From the upper left side of the screen click on OK to function the change.
      8. The system should return a successful unassignment message.
      9. Click on Log Off button across the top when done.
      10. An Analyst Unassigned notification is sent to Analyst(s) being unassigned to the FI or set of FI's.
