What is Global Enrollment?
Global enrollment is the process of establishing user accounts for all financial institutions before Call Report data may be submitted through the new Central Data Repository. Global enrollment validates some confidential information for the user and creates the first account for the financial institution.

When is Global Enrollment?
- Each financial institution will enroll in the Central Data Repository during the global enrollment period, which will begin on July 11 and conclude on September 2, 2005. Enrollment is distributed over 8 weeks. The week for enrollment for an individual financial institution is based on the city name of the headquarters of the institution. For example, organizations located in cities that begin with the letter A will enroll during week 1: July 11 15, 2005. The table below shows the enrollment weeks:

What is the Central Data Repository (CDR)?
- The CDR will be the official repository for Call Report information submitted by respondents, the Call Reporting requirements, and the sole source of data for Agency systems that rely upon such data. FFIEC Call analysts will use the CDR to view reported data, review edit failures and the required edit explanations, and accept or require resubmission of Call Report data.

Do I have to use the CDR?
- All institutions will be required to submit their Call Report data through the CDR beginning with the September 30, 2005, cycle.

Do I need to enroll?
- One contact from each financial institution that submits Call Report data must enroll in the timeframe that has been designated. The first user will be assigned the role of Delegated Site Administrator (DSA). Every organization should designate two or more DSAs to ensure successful processing when staffing availability issues arise.

Who at my institution should handle the enrollment process?
- Each institution should determine the individual responsible for the enrollment process. The initial enrollment information will be sent to the Authorized Officer Signing the Reports for the March 31, 2005 period.
- The Authorized Officer may enroll or may select another individual for the process. Even when the Authorized Officer designates another individual to enroll the institution, the Authorized Officer will receive an e-mail message that will be needed for Step 2 of the enrollment process. This email could be forwarded to the enrolling individual.
- The person who initially enrolls will be a Delegated Site Administrator (DSA) and will have the authority to permit and restrict access to other employees.

What is a Delegated Site Administrator (DSA)?
- The DSA is responsible for managing users at his or her site. Specifically, he or she will be responsible for approving, viewing, updating and deleting user account requests.
- The DSA will assign or un-assign system access rights by adding or removing user roles.
- The DSA should manage user accounts by creating or denying new account requests or activating or deactivating user accounts on a timely basis. User accounts should be deactivated when a user leaves the organization or no longer needs access to the CDR system.
- DSAs may only grant users with system access roles that they themselves possess. If a DSA has the roles 1) Delegated Site Administrator and 2) Financial Institution, then he or she may only grant those two roles to any user accounts at that site.

Who should be our DSA?
- Selecting a DSA will be a business decision by each institution. It is important to understand the functions of a DSA prior to assigning this task. For further information go to: What is a DSA?

How long will the enrollment process take?
- The enrollment process was designed to minimize the time required by institutions. The steps are outlined at the beginning of the enrollment. To minimize the amount of time involved, it is important to ensure each step is completed prior to advancing to the next step.
- We estimate that enrollment should take between 30 minutes and one hour based on several conditions such as speed of the e-mail facility, availability of Authorized Officer and access to contact information from the March 31, 2005, Call Report.

How do I enroll?
- The Authorized Officer Signing the Reports and to the Other Person to Whom Questions About the Reports Should Be Directed from the March 31, 2005 Call Report will receive information via an e-mail, which will provide the dates for enrollment for your institution. During this time period, you will receive an internet website link that will allow you to access the CDR website and click on the Enroll Institution link.
- The RSSD ID and some additional USA PATRIOT Act primary contact information from your March 31, 2005 Call Report will be needed for Step 1 in the process. The CDR has a lookup feature for RSSD ID numbers.
- Once the information in Step 1 has been validated by the system, the CDR will send to the Authorized Officer Signing the Reports an e-mail message that will contain a link back to Step 2 in the CDR and a Personal Identification Number (PIN).
- The RSSD ID, USA PATRIOT Act contact information and the PIN are needed to continue the enrollment process.
- Once this information is accepted, the user will be asked to provide information to create an account.
- Once completed and accepted by the system, an e-mail message indicating that the account has been created will be sent to the Authorized Officer and user.

What is the RSSD ID?
- A unique identifying number assigned by the Federal Reserve for all financial institutions, main offices, as well as branches. The CDR has a look-up facility for this identifier.

Where do I locate my PIN?
- Your PIN will be e-mailed to the Authorized Officer Signing the Reports from the March 31, 2005, report cycle once the financial institution identity is validated in Step 1.

How do I get a PIN?
- In order to receive a PIN, you must start the enrollment process and provide information that is unique to your institution. Once the information is provided, an e-mail with the PIN and a link to continue the enrollment process will be generated and sent to the Authorized Officer Signing the Report from March 31, 2005.

Does everyone at my institution have to enroll?
- Only one individual at your institution is required to enroll. That individual will be a Delegated Site Administrator (DSA) and will have the ability to set up accounts for additional users. The FFIEC recommends that two or more DSA accounts be established. Accounts should be set up for any staff that will need to submit Call Report data or interact with FFIEC analysts about the data.

What if my PIN is not accepted?

How do I get all staff enrolled?
- The Delegated Site Administrator(DSA) will establish the institutions initial account. All subsequent users need to request an account that the DSA will manage by approving, denying and establishing system access rights.

What is an acceptable password?
- An acceptable password contains alpha and numeric characters (both upper and lower case) as well as a number.
- For DSA accounts the password must be at least ten characters in length.
- For other accounts the password must be at least eight characters in length.

What is a secret question?
- A secret question is a technique used by the CDR to help validate you as a user in case you forget your password. By verifying the response to a pre-determined question, you will be able to reset your password without assistance from the Help Desk.

Is there any training available for the new system?
- There will be no formal training sessions on the CDR; however, there are many help functions such as FAQs, a glossary, procedures and many helpful links that will provide direction on how to use the system at the CDR website. What access is available?
- A financial institution user has the capabilities to submit Call Report data, submit test Call Report data, view their own data and view Vendor Affiliation requests. The DSA will provide the levels of access that your institution deems appropriate.

Can our accountant enroll us?
- The bank may choose any agent to enroll the institution. The agent must have the verification information from the March 31, 2005, Call Report.
