Vendor - Financial Institution (FI) Affiliation Overview

There may be occasions when a financial institution (FI) elects to have their vendor submit Call Report data on behalf of the institution.   To accommodate these cases, the Central Data Repository (CDR) has an FI Affiliation facility.   To use this facility, the FI must first notify the vendor outside of the CDR that the FI wants the vendor to submit their actual or test Call Report data.   Next, the vendor will submit a request for affiliation within the CDR and the Delegated Site Administrators ( DSAs) for that FI would be sent an e-mail notification about the request.   The DSA for the FI will then call the CDR Help Desk and ask for Vendor/FI affiliation access rights within the CDR.   Once the FFIEC staff assigns the new role to the DSA, the DSA will log into the CDR and accept, deny or delete the affiliation request.   Once the DSA accepts, denies, or deletes this request, the CDR sends an e-mail notification to the vendor informing them of the status of the affiliation request.   If the affiliation is accepted by the FI, the DSA for the FI must assign roles to the vendor user.

The vendor may retract an affiliation request if desired.   This action would discontinue the FI relationship for purposes of submitting actual or test Call Report data.  

Requesting an FI Affiliation

  1. A financial institution notifies a vendor that they elected to have the vendor submit their actual or test Call Report data.   This occurs outside of the CDR.

  2. A vendor user with the role of Vendor must go to the CDR and request the FI Affiliation.   The vendor user logs on to the CDR at https://cdr.ffiec.gov/CDR. Go to the Banks and Vendors tab >> Vendors >> Request FI Affiliations.

  3. The Vendor user must provide information in one of the Search fields:

    FI Name – enter at least part of the name
    FDIC Certificate Number
    ID RSSD
    OCC Charter Number
    City
    State

  4. The vendor user will identify the bank from the returned list and click the Select box to the left of the FI name.   Next, select the Send Affiliation Request tab at the top of the screen.

    The following message will be displayed on the screen:

    Email notifications have been sent to selected banks requesting affiliation approval.

  5. The CDR will send an e-mail notification to the DSAs for the FI indicating that a request has been submitted by the vendor.   The CDR will also send the vendor a copy of the FI Affiliation Request notification.   The details about the vendor are provided in the body of the e-mail message.   The fields within the e-mail message are: Requestor’s Name, Requestor’s User Name, Vendor Company Name, FI Name, and link for Vendor Association Page.

Accepting a Vendor Affiliation Request

  1. The FI DSA must call the Help Desk at 1-888-CDR-3111 and ask for access rights for Vendor/FI affiliation.   Once these rights have been granted by the FFIEC, the DSA may continue with the process.

  2. The FI DSA will log into the CDR and accesses the Administration Tab>>User Management>> Vendor Affiliation Requests.   The CDR will display all vendor affiliations or requests. New affiliation requests will have the status of pending.

  3. The FI will select the User Name field for the vendor displayed on the screen.   Once selected, the user will be taken to the second page.

  4. The FI is presented with three roles that they may assign to the vendor user.   The role assigned will determine what CDR access rights the vendor will have for conducting transactions on behalf of the FI.   The available roles are:

    Call Report Submitter:               Submits Call Reports for the FI
    Test Call Report Submitter:       Submits test Call Reports for the FI
    Vendor

  5. The FI selects one or more roles by clicking the box to the left of the role name.   The user then clicks the Accept Affiliation tab at the top of the screen.  

A message box will be displayed that reads “This will add selected roles to the user’s account.   Still want to Accept?”   The FI will respond OK or Cancel.   If the user selects OK, the following message is displayed on the CDR screen:

Call Report submission roles have been modified and <User Name> has been notified.

  1. The CDR will send an e-mail notification – FI Association Request Accepted to the vendor user.   The message will include the Full Name of the vendor user, the Organization accepting the affiliation and the roles that the FI has assigned to the vendor user.

The roles assigned to the vendor user (The FI may select any or all of the available roles)

Denying a Vendor Affiliation Request

  1. The FI DSA must call the Help Desk at 1-888-CDR-3111 and ask for access rights for Vendor/FI affiliation.   Once these rights have been granted by the FFIEC, the DSA may continue with the process.

  2. The FI DSA will log into the CDR and accesses the Administration Tab>>User Management>> Vendor Affiliation Requests.   The CDR will display all vendor affiliations or requests. New affiliation requests will have the status of pending.

  3. The FI will select the User Name field for the vendor displayed on the screen.   Once selected, the user will be taken to the second page.

  4. The FI will select the Deny Affiliation tab at the top of the screen.   If there is an existing affiliation with this vendor user where roles have been assigned, the roles will be removed and the status of the affiliation will be changed to denied.

    A message box will be displayed that reads “This will remove all Call Report Submission roles to the user’s account and set user’s request to denied? Still want to deny?”   The FI will respond OK or Cancel.   If the user selects OK, the following message is displayed on the CDR screen:

    All roles have been deleted and <User Name> has been notified

  5. The CDR will send an e-mail notification – FI Association Request Denied to the vendor user.   The message will include the Full Name of the vendor user, the financial institution name.

Deleting an Affiliation

  1. The FI DSA must call the Help Desk at 1-888-CDR-3111 and ask for access rights for Vendor/FI affiliation.   Once these rights have been granted by the FFIEC, the DSA may continue with the process.

  2. The FI DSA will log into the CDR and accesses the Administration Tab>>User Management>> Vendor Affiliation Requests.   The CDR will display all vendor affiliations or requests. New affiliation requests will have the status of pending

  3. The FI will select the box to the left of the User Name to apply a check mark within the box.   The FI then selects the Delete tab at the top of the screen.

    A message box will be displayed that reads “Do you want to delete this Vendor Affiliation?   Please note that this will delete the affiliation permanently.”   The FI will respond OK or Cancel.   If the user selects OK, the following message is displayed on the CDR screen:

    Deletion of Vendor(s) that may submit Call Reports for your bank was successful

  4. The CDR will send an e-mail notification – FI Affiliation Deleted to the vendor user.   The message will include the Full Name and User Name of the vendor user and the vendor organization name.

Retracting a FI Affiliation

If a vendor elects to remove an FI Affiliation, they may retract the request.   This may be done at any time regardless of whether the FI has accepted the affiliation request or the FI has not acted on the request where the status is Pending.

  1. A vendor user with the role of Vendor must go to the CDR and delete the FI affiliation.   The vendor user logs on to the CDR at https://cdr.ffiec.gov/CDR. Go to the Banks and Vendors tab >> Vendors >> View Vendor Affiliation Request.

  2. The Vendor user must provide information in one of the Search fields:

    FI Name – enter at least part of the name
    ID RSSD
    Status (drop down box):
       Pending
       Accepted
       Denied

  3. The vendor user will identify the FI affiliation from the return list and click the Select box to the left of the FI name.   Then select the Delete FI Associations tab at the top of the screen.

    A message box will be displayed that reads “This will remove the selected bank affiliation(s).   Are you sure you want to Delete?”   The vendor user will respond OK or Cancel.   If the user selects OK, the following message is displayed on the CDR screen:

<Financial Institution Name> has been deleted from your affiliations

  1. The CDR will send an e-mail notification to the FI’s DSAs indicating a FI Affiliation Request has been retracted by the vendor.   The details about the vendor are provided in the body of the e-mail message.   The fields within the e-mail message are: Vendor User’s Full Name and the Vendor organization name.
